Pamela Caldwell Foggin, 84 of Anacortes, passed away on September 10, 2024. She was born on November 1, 1939 in Coco Solo, Panama Canal Zone, the daughter of Hugh and Teresa Caldwell.

Pamela met G. Thomas Foggin, III, while she was in Washington D.C. They married on February 27, 1962. Three children were born to them, all being raised in Missoula, MT.

She earned a degree in Nursing at St. Patrick's School of Nursing in Missoula; and a bachelors degree in Business Administration at the University of Montana. When she and Tom later moved to Washington D.C. she began working for the Federal Railroad Administration, administering projects, notably assisting the Rails to Trails Conservancy in closing its ties with the Department.

Pamela was preceded in death by her parents. She is survived by her husband of 63 years, Tom, their children: Tom, IV, Terese, and Alec; five grandchildren: G.T. 'Quint', V, Paige, Ryan, Caldwell, Ella and her sister: Meredith.

A Memorial Service is deferred to when Tom reunites with her for a Joint Ceremony, to be announced at that time.
