Walter Carl Garland, 69, of Anacortes, fondly known as Wally, the past Commander of American Legion Post #13, retired volunteer Fire Figher, Army Veteran,with a lifetime of service to his community and country, passed peacefully at his residence surrounded by his loving family and beloved wife, Theresa.  Celebration of Wally's life is being planned.  A full obituary to follow, shortly.
